West Berkshire Council adopts Local Plan Review following Government direction

West Berkshire Council has formally adopted its Local Plan Review 2023-2041 following a vote at an Extraordinary Council meeting held on Tuesday 10 June.

This decision follows receipt of the Planning Inspector's report earlier in April, which concluded that the plan was both legally compliant and sound, subject to a number of recommended Main Modifications. These changes have now been accepted by the Council as part of the adoption process.

The Local Plan Review sets out the strategy for the location and level of development across West Berkshire over the next 15 years. It provides a framework for delivering new homes, jobs, infrastructure, all whilst protecting our cultural heritage and natural environment - helping ensure that growth is planned, managed and benefits local communities.

The Council had originally sought to withdraw the Local Plan Review from examination in 2023 but was directed by the then Minister for Housing to continue with the examination and to consider adoption following the Planning Inspector's findings. In a recent letter, Minister Matthew Pennycook reiterated that the Government's direction remains in place and that the Council is expected to take "all necessary steps" to secure an up-to-date Local Plan for West Berkshire.

Cllr Jeff Brooks, Leader of West Berkshire Council, said:

"This has been a difficult decision. We were advised against withdrawing the plan and have now adopted it because we believe it's the best route to protect our valued landscapes and ensure that future development is well planned, properly supported, and brings the greatest benefit to our communities.

"With this plan, we're not just allocating housing sites and employment land - we're putting in place stronger development management policies that raise the bar for design, infrastructure, flood risk mitigation, biodiversity and the environment."

Key features of the adopted Local Plan Review include:

  • Allocation of land for around 30 housing sites across the district, including the strategic site at North-East Thatcham.
  • Stronger environmental policies to enhance the distinctive character and identity of the individual towns and villages across the district and support biodiversity, nature recovery networks, and green infrastructure.
  • A framework for improving the coordinated delivery of affordable housing, sustainable design, and local infrastructure such as roads, schools and healthcare.

Adoption of the plan provides the Council with the ability to manage growth strategically and avoid speculative development. Without an adopted plan, there would be a risk of losing control over where and how development occurs, potentially leaving decisions in the hands of developers.

The Local Plan Review is now subject to a six-week period during which it may be challenged through a judicial review.

Cllr Denise Gaines, Deputy Leader of Council and Executive Member for Planning and Housing added:

"While this wasn't the path we originally wanted to take, we have a responsibility to do what's best for our district. We'll now focus on making sure each and every development delivers high-quality homes, strong community infrastructure, and a positive legacy for our residents and environment."
