Animal Boarding Establishments

Premises boarding cats and dogs (catteries and kennels) require a licence from the Council.

The Animal Boarding Establishments Act 1963 regulates premises that board cats and dogs and provides for powers of inspection by the Council at all reasonable times.

All premises must satisfy basic standards for the health, welfare and safety of the animals boarded.

An application form can be downloaded from this page and should be returned to the Council's Licensing team together with the appropriate licence fee at:

West Berkshire Council, Property and Public Protection, Environmental Health & Licensing, Council Offices, Market Street, Newbury, Berkshire, RG14 5LD.

On receipt of an application the council will arrange for the premises to be inspected by a veterinary surgeon to ensure accommodation is suitable for welfare of animals. An additional fee is payable for this inspection.

The licence will be issued subject to conditions to secure the well-being of animals.

Thereafter licences are renewed annually on payment of the licence fee and an annual inspection is carried out to ensure continuing compliance with conditions..
