Pay and Conditions of Service in Schools (including Job Evaluation)
This section explains the pay and conditions of service for both teaching and non-teaching staff in schools. It also includes a link to the Model Pay Policy on Teachernet.
The national pay structure, working hours, appraisal arrangements etc for teachers are set out in the School Teachers' Pay and Conditions Document, published annually and available to download from the Department for Education website. Teachers may not be paid outside the terms of the STPCD.
The DfE published the School Teachers' Pay and Conditions Document 2013 [1Mb] in August. The changes are summarised in Teachers' Pay Briefing May 2013 [334kb].
HR has produced a Guide to Teachers' Pay for WBC Schools [299kb]. See also Determining head teacher pay - guidance for governors [318kb]. Supplementary guidance on additional payments for teachers can be found in the downloads.
Every school must have a pay policy which sets out how they will use the flexibility in pay in the STPCD to pay their teachers. The changes to the STPCD effective from 1st September 2013 require every school to revise their pay policy to ensure that the governing body is clear how the school will make decisions on teachers' pay on appointment and as a result of performance related progression.
West Berkshire Schools which purchase the HR service have been emailed an example pay policy to help them with the review process. The NAHT has produced a model pay policy that their members may wish to consider.
Every school must have an appraisal policy which sets out how teacher's performance will be managed within the scope of the performance management regulations. Guidance can be found on the DfE - Appraisal Arrangements for Teachers page.
School support staff must be employed on pay grades and terms and conditions in use in the Council. A summary of terms and conditions for non-teaching staff is available to download from this page. The current pay rates for support staff are also available from the Downloads section, as are pay rates for supply teachers.
School support staff who work term time only have their salary calculated to include an entitlement to leave, which is taken during school closure periods (see Downloads sections).
Guidance on the application of the Working Time Regulations is included inWorking Time Regulations - Guidance for Schools [74kb]
This includes advice on ensuring staff working hours remain within the regulations, ensuring staff take appropriate breaks during the working day and ensuring staff take the appropriate amount of holiday each year.
