Pay and Conditions of Service in Schools (including Job Evaluation)
This section explains the pay and conditions of service for both teaching and non-teaching staff in schools. It also includes a link to the Model Pay Policy on Teachernet.
Teachers' Pay
The national pay structure, working hours, appraisal arrangements etc for teachers are set out in the School Teachers' Pay and Conditions Document, published annually and available to download from the Department for Education website (see downloads section of this page for the links) . Pay Policies
Every school must have a pay policy which sets out how they will use the flexibility in pay in the STPCD (see above) to pay their teachers. The changes to the STPCD effective from 1st September 2013 require every school to revise their pay policy to ensure that the governing body is clear how the school will make decisions on teachers' pay on appointment and as a result of performance related progression.
The DfE published the Draft School Teachers' Pay and Conditions Document 2013 in April to enable schools to prepare for the changes. These are summarised in
Teachers' Pay Briefing May 2013 [490kb]. West Berkshire Schools which purchase the HR service have been emailed an example pay policy to help them with the review process. The NAHT has produced a model pay policy that their members may wish to consider.
Appraisal
Every school must have an appraisal policy which sets out how teacher's performance will be managed within the scope of the performance management regulations. Guidance can be found on the DfE - Appraisal Arrangements for Teachers page.
School support staff must be employed on pay grades and terms and conditions in use in the Council. A summary of terms and conditions for non-teaching staff is available to download from this page. The current pay rates for support staff are also available from the Downloads section, as are pay rates for supply teachers.
School support staff who work term time only have their salary calculated to include an entitlement to leave, which is taken during school closure periods (see Downloads sections).
